How to legalise a document
All documents issued in the UK should be stamped at the Foreign and Commonwealth Office in the UK before the Embassy can stamp them.
Witnessing the stamp of the Foreign and Commonwealth Office (FCO) is done at the Embassy (please check the fee for attesting or legalising a signature or seal). Documents are ready for collection the next working day.

If the certificate/document is also signed by the Kuwaiti Embassy in London, Kuwait Ministry of Foreign Affairs will not require the British Embassy stamp.
Educational certificates
All British qualifications should be taken to the British Council in Kuwait for checking and stamping. The British Embassy will then witness the stamp of the British Council.
Please check the fees for attesting or legalising a witness or seal.
Please note that the British Council and the British Embassy are unable to legalise Commonwealth educational certificates, unless they have been stamped by the Foreign and Commonwealth Office.
The next step would be to get the certificate legalised by Kuwait Ministry of Foreign Affairs.
